COMMENTS:      The Fort Shelby, with 900 rooms, is one of Detroit's largest hotels.  Towering 22 stories above the city, it commands a remarkable view of Detroit River and Canada beyond.  Rates are from $2.50.  All rooms have bath, circulating ice water and Servidor.
